Tom holds a PhD in Geographic Information Systems and Environmental Modelling. He leads the development and methodology of PACE, a Level 3 Probabilistic Safety Analysis code for assessing off-site radiological consequences. He works within the Radiation Assessments Department at UKHSA (RCCE), contributing to national radiation consequence analysis and emergency preparedness. Tom also develops and maintains the ERMIN model with European partners, assessing long-term doses and urban decontamination, and implemented in international decision support systems. He has contributed internationally through the IAEA EMRAS and MODARIA programmes and participates in an OECD NEA WGRISK working group on PSA comparison.
